Export Control Regulations
| EAR (Department of Commerce) |
| Commerce Control List (CCL). Specific items and technology controlled by the EAR are contained in the CCL. Items not on the CCL can generally be exported without a license to any country, except for certain embargoed countries. (See OFAC controls below.) Entities List. Special licensing requirements exist for entities on this list. Denied Persons List. The Department of Commerce places restrictions on transactions with persons that have been denied export privileges. Unverified List. Transactions with entities or individuals on the Unverified List raise “red flags” and should only be done with appropriate consultation with legal counsel. |
| ITAR (State Department) |
| The International Traffic in Arms Regulations (ITAR). ITAR controls the import and export of arms in the United States. |
| OFAC Controls (Department of Treasury) |
| OFAC enforces comprehensive or limited sanctions (embargoes) against:
Specially Designated Nationals. OFAC also enforces restrictions on transactions with specially designated individuals and entities, which include known terrorists and drug traffickers. |
| Other Federal Agencies |
| Other federal agencies also maintain limited export control authority. For example, the U.S. Nuclear Regulatory Commission controls the export of materials and equipment related to nuclear technology, and the U.S. Department of Energy controls the export of fissile material. Consult with campus legal counsel about these requirements. |
