The National Science Foundation has recently issued the 2008 program solicitation for the Informal Science Education (ISE) Program. The ISE program supports projects designed to increase interest, engagement, and understanding of science, technology, engineering, and mathematics (STEM) by all people, targeting either public audiences or professionals whose work directly affects informal STEM learning.
More information and complete details about the program can be found at the following url: http://www.nsf.gov/pubs/2008/nsf08547/nsf08547.pdf
In previous years, the NSF has limited the number of proposals an institution may submit, but there is no limit specified in the 2008 program solicitation. Therefore, no internal competition is needed.
